Under the Municipal Government Act, municipalities have the ability to pass a Community Aggregate Payment (CAP) bylaw, requiring operators to report shipments based on tonnage. The levy can reach up to $0.40 per tonne of sand and gravel. As of 2021, 40 municipalities have adopted CAP Levy, contributing $137M to local communities. Explore the program's impact and evolution.
Where Are we at with the levy, and what's next?
Alberta's Community Aggregate Payment Levy has been active since January 1, 2006. The current arrangement that sees the levy set to a maximum of $0.40/tonne will continue until December 31, 2029. The Alberta Sand and Gravel Association advocates for a key aspect of the levy to be fulfilled, which would see all municipalities credit the industry for community upgrades. In the absence of that, part of the levy should be directed to ASGA so that we can promote the benefits of the work we do in communities.
